Replaces the method of verifying identity for early voting with an older, less secure method

Early voters have always proven their identity with their signature. Signature verification has proven to be a more secure method of proving identity than showing a physical ID.

Remove voters from the Permanent Early Voter List so that they no longer get their ballots in the mail if they miss a few elections

Voters who sign up to vote by mail but then miss a few elections are exactly the people we should be encouraging to vote. Purging them from the list sends exactly the wrong message.
